Search Richland County Detainees and Verify the Criminal Court Case

A Richland County arrest can create several separate records. Alvin S. Glenn Detention Center maintains custody information, the arresting law-enforcement agency maintains the incident report, Magistrate Court handles warrants and many lower-level cases, and General Sessions maintains felony and serious criminal court records.

This guide shows how to search the live detainee system, confirm the right person, decode custody versus court status, check Bond Court, request a Richland County Sheriff incident report, search the correct criminal court, order records, run a statewide SLED CATCH check, visit or fund a detainee account, and determine where an expungement request starts.

An arrest is not a conviction. A detainee result, booking, warrant, police report, indictment or pending charge does not establish guilt. Charges may be dismissed, reduced, amended, nol prossed or resolved in another way. Match the correct person and read the final court disposition before describing the outcome.
Start with the correct custodian

Four Richland County Record Systems Answer Four Different Questions

Is the person detained?

Use Alvin S. Glenn Detention Center Public Access.

Best for: current local custody, detainee identity, facility questions, visitation, commissary and jail contact.

What did the Sheriff report?

Use RCSD Records for a Sheriff-created incident report or a written RCSD FOIA request when the routine report process does not apply.

Best for: incident narrative, Sheriff case information and releasable agency records.

What happened to the charge?

Use Magistrate/Summary Court for applicable lower-level matters and General Sessions for felony or higher-court criminal cases.

Best for: warrants, hearings, indictments, bond papers, sentence sheets and disposition.

Need statewide history?

Use South Carolina Law Enforcement Division CATCH rather than treating a Richland jail or General Sessions search as a full background check.

Best for: South Carolina name-based criminal-history reports.

Important Richland County limitation: The Clerk’s General Sessions criminal records do not include Magistrate/Summary Court charges. Richland County therefore directs people who need a full criminal-background check to SLED CATCH.
Related South Carolina guide: See our existing Charleston County SC Arrest Records Search guide for another South Carolina jail-to-General-Sessions workflow. Richland uses Alvin S. Glenn, Fifth Judicial Circuit and different Sheriff, Bond Court, visitation and record-request procedures.

Choose the Richland County Arrest-Record Task You Need

Find someone in jail Search Alvin S. Glenn Public Access by last and first name.
Check a bond Verify the detainee and contact Bond Court inside the detention center.
Find felony court records Use General Sessions and the Richland Clerk criminal-record office.
Find a misdemeanor or Summary Court case Use Richland Magistrate Court rather than assuming it will appear in the General Sessions file.
Get the Sheriff report Use the RCSD incident-report process or written FOIA route.
Run or clear a South Carolina record Use SLED CATCH for statewide history and the correct Solicitor/Summary Court for expungement.

Prevent same-name mistakes

Verify the Person Before Treating the Jail Result as an Arrest Record

  • Full first and last name are consistent
  • Middle name or suffix is consistent when available
  • Age or date-of-birth information matches another source
  • Booking date matches the known arrest period
  • Arresting agency matches the location of the incident
  • Charge fits the event being researched
  • Detainee number is saved for follow-up
  • Court case belongs to the same defendant
Information What it can establish What it cannot establish
Current detainee result The person appears in Richland County detention custody at the time of the search. It does not establish guilt or final case outcome.
Booking information A particular jail-processing event. It does not prove that every booking charge was later prosecuted.
Charge The allegation or custody basis listed at that stage. It does not necessarily equal the final filed or convicted charge.
Bond A release condition or amount ordered at that stage. Payment does not necessarily prove physical release occurred immediately.
Court disposition How the identified court charge was resolved. A plain web screenshot may not satisfy an agency requiring certified proof.
Troubleshoot before concluding no arrest

No Richland County Detainee Found? Check These Possibilities

Arrest is very recent Intake may still be processing. Call ASGDC when custody confirmation is urgent.
Name differs Search a maiden name, former surname, compound surname or alternate spelling.
Person was released Current custody can end even while a criminal court case remains pending.
Person was transferred Custody may have moved to another county, South Carolina Department of Corrections or federal custody.
Wrong jurisdiction Columbia-area arrests can involve municipal, campus, state or other agencies and may not produce the expected Richland detention path.
No jail booking occurred Some summonses, citations or court proceedings do not require detention-center intake.
Search is for an old arrest Use Sheriff records, court records and SLED history instead of relying on current jail custody.
Case was expunged A qualifying expungement can remove public criminal-history information from systems that received the order.
Same-name uncertainty Do not guess. Call the detention center or use stronger identifiers from the court file.
“I am trying to confirm the custody status of [full legal name], who may have been arrested around [date]. I searched the public detainee system but could not confirm the correct record. Can you tell me the appropriate way to verify current custody or whether the person has been released or transferred?”

How a Richland County Arrest Moves Through the Court System

Law-enforcement action RCSD, Columbia Police or another agency creates the arrest or incident record.
Detention intake Alvin S. Glenn records the person’s local custody.
Bond Court Magistrate addresses pretrial release and bond conditions.
Summary or General Sessions Court routing depends on the offense and jurisdiction.
Prosecution and hearings Charges can be amended, dismissed or moved through the Fifth Judicial Circuit process.
Disposition Verify the final order, sentence, dismissal, plea, acquittal or other resolution.
Best verification sequence: Search detainee → save identifiers → identify arresting agency → check Bond Court/court type → search the court record → obtain the disposition → use SLED when a statewide history is actually required.
Felonies and higher-court criminal cases

How to Search Richland County General Sessions Criminal Records

General Sessions is the criminal division of Circuit Court responsible for felony and serious higher-court criminal matters. Richland County states that its General Sessions criminal records include warrants, indictments, sentence sheets, bond papers and other criminal documents filed with the Clerk of Court.

Determine whether the case belongs in General Sessions. Serious criminal and felony matters are the primary target.
Start with South Carolina Case Records Search. Use the Judicial Branch’s public case-search entry point and select Richland County where appropriate.
Search by case number whenever possible. A complete case number is safer than a common-name search.
Open every plausible result. Compare defendant, charge, filing dates and related identifiers.
Review the procedural history. Look for indictment, bond papers, hearings, plea, trial, sentence and disposition.
Do not assume a jail charge equals the indictment. The prosecution can proceed on different or modified charges.
Request the specific court document if proof is needed. Identify the warrant, indictment, sentence sheet, bond paper or disposition rather than asking generally for “arrest records.”
Contact Criminal Records when the online result is incomplete. Use 803-576-1939.

Magistrate / Summary Court matters

Why Some Richland County Criminal Cases Are Missing From General Sessions

The Clerk explicitly states that General Sessions records do not include charges within Magistrate Court jurisdiction. Those lower-level criminal cases are commonly called Summary Court cases.

Arrest and search warrants Richland Magistrates issue criminal arrest and search warrants.
Bail-bond hearings Magistrates conduct bond hearings four times daily.
Preliminary hearings Magistrates conduct preliminary hearings for General Sessions-level cases.
Magistrate-level criminal hearings Examples published by the county include trespassing, malicious injury and county-ordinance matters.
Traffic matters Magistrates hear various traffic offenses, including DUI and driving-under-suspension matters.
Summary Court dockets Richland County provides Summary Court docket and public court-record search routes through its online services.
Do not interpret “not found in General Sessions” as “no criminal case.” Search Summary Court and municipal court records when the offense is outside General Sessions jurisdiction.

How to Request Richland County Criminal Court Documents

Identify the correct court first. Determine whether the file is General Sessions, Magistrate/Summary Court or municipal court.
Save the complete case number. This reduces same-name mistakes and staff research time.
Name the exact document. Ask for the indictment, sentence sheet, bond paper, warrant or disposition when that is the item you actually need.
Use the General Sessions Criminal Records department for felony records. Requests can be mailed or made in person.
Ask whether plain or certified proof is required. A receiving court, employer, licensing agency or attorney may require a different form of record.
Confirm current fees before sending payment. Do not assume a fee from another South Carolina county applies in Richland.
Mail General Sessions record requests to:
Richland County Clerk of Court
Attn: Criminal Records
P.O. Box 2766
Columbia, SC 29202
The General Sessions office does not perform a “certified records check” covering every criminal court because its file does not include Magistrate Court cases. Use SLED for a statewide criminal-background report.
Richland County Sheriff Department Records

How to Request an RCSD Incident or Arrest-Related Report

When a Richland County Sheriff deputy created the incident report, RCSD provides a routine online report-request system. The Sheriff states that incident reports may not be available for one business day after the initial report is taken and asks users to allow one business day for an online request to be processed.

Confirm RCSD was the reporting agency. A booking at Alvin S. Glenn does not mean a Sheriff deputy made the arrest.
Use the online routine-report request when eligible. RCSD currently fulfills online report requests only for the listed victim in the report.
Allow the initial report to become available. RCSD advises that an incident report may not be available for one business day after it is taken.
Check your spam filter. RCSD sends requested incident reports in PDF format and warns users to permit email from rcsd.net.
Use the in-person process when required. Certain juvenile-related or involved-party requests must be handled at RCSD headquarters with identification.
Use FOIA for records beyond the routine report process. Broad video, investigative, administrative or other record requests may require a written Freedom of Information Act request.
Use the court for final outcome. The incident report is not the official criminal disposition.
RCSD Records / Headquarters:
5623 Two Notch Road
Columbia, SC 29223
Main / Records routing: 803-576-3000
Special in-person report rule: RCSD states that requests involving juvenile information—or certain victims, complainants, suspects or involved persons—must be made in person at 5623 Two Notch Road with valid photo ID. The currently published fee for that report process is $2 cash per report, and Records business hours are 8:00 a.m.–4:15 p.m.
Request an RCSD Incident Report Check the current eligibility rules before submitting the online form or traveling to Records.
When the routine report request is not enough

Richland County Sheriff FOIA Fees and Request Steps

Make the request in writing. RCSD states that all Sheriff FOIA requests must be written.
Describe existing records precisely. Include incident number, person, date, location and exact records sought.
Use email, mail or in-person delivery. RCSD accepts written FOIA requests through these routes.
Ask for electronic records when practical. This can reduce unnecessary printing.
Set a cost limit. Ask RCSD to contact you before exceeding a stated maximum.
Expect exemptions and redactions where South Carolina law requires them. A public-record request does not make legally protected information public.
RCSD FOIA item Published fee
Retrieval / redaction $37 per hour
Archive retrieval $36 per box, subject to change based on volume
CD / DVD $5 per disk
Printed copies $0.15 per page
RCSD FOIA:
Email: foiarequest@rcsd.net
Richland County Sheriff’s Department
Attn: Freedom of Information Officer

Columbia, SC 29223
“Under the South Carolina Freedom of Information Act, I request an electronic copy of the releasable [incident report / supplemental report / booking-related agency record / other specifically named record] concerning [full legal name] for the incident occurring on or about [date] at [location]. The RCSD case number is [number if known]. Please notify me before processing if the anticipated cost will exceed $[amount].”
County-level FOIA rule: Richland County may require a deposit of up to 25% of the reasonably anticipated reproduction cost before searching for or making copies of responsive records.

How to Expunge a Richland County Arrest or Criminal Charge

An expungement is not started by asking SLED to delete an arrest. SLED states that it cannot remove a charge without the required court order. The correct starting point depends on whether the case was in General Sessions or a Magistrate/Municipal Summary Court.

General Sessions case Apply through the Solicitor in the circuit where the offense occurred. The Solicitor sends the application to SLED for eligibility verification and obtains the required signatures when eligible.
Magistrate / Municipal case Certain not-guilty, dismissed or nol-prossed Summary Court cases are processed directly by the Summary Court under South Carolina law, subject to statutory exceptions.

General Sessions published expungement charges

Fee component Published amount Important qualification
Solicitor administrative fee $250 Non-refundable when applicable. Certain §17-1-40 cases are exempt from this administrative fee.
SLED verification $25 When applicable.
Clerk filing fee $35 When applicable.
No-fee Summary Court rule: South Carolina law provides no-fee expungement for qualifying Magistrate/Municipal cases disposed as not guilty, dismissed or nol prossed under §17-22-950, subject to the statute’s exceptions and procedures.
Dismissal at a preliminary hearing is a special exception. South Carolina’s Summary Court expungement guidance states that the automatic rule does not apply when dismissal occurs at a preliminary hearing. A related pending General Sessions case from the same course of events can also affect eligibility.
Get the final disposition. Determine exactly how every charge ended.
Identify the court. General Sessions and Summary Court expungements follow different routes.
Use the Solicitor for applicable General Sessions matters. The Solicitor sends the application to SLED for statutory verification.
Use the specific Summary Court when that process applies. Magistrate or municipal courts handle eligible Summary Court expungements.
Keep a certified copy of the completed order. You may need it if a database does not update correctly.
Allow SLED processing time. SLED currently advises allowing approximately four weeks after it receives the expungement order.
Run a new CATCH report afterward. This can help confirm whether the charge has been removed from the state criminal-history report.
Third-party website problem: SLED states that it cannot correct commercial background-check databases. If an expunged charge remains on a private report, dispute it with that company and provide the supporting order where appropriate.
