Check Norfolk Arrests, Jail Bookings, Police Reports and Court Outcomes
Start with the Norfolk Sheriff if someone may be in the City Jail, move to Virginia’s court system to see the filed charge and case status, use Norfolk Police Central Records or the City FOIA process for incident records, and use Virginia State Police when you need a formal Virginia criminal-history check.
The systems answer different questions. A jail booking confirms custody at a point in time, a police report documents an investigation, a warrant indicates court-authorized process, and a court disposition is what tells you whether a charge was dismissed, reduced, convicted or otherwise resolved.

MATCH IDENTITY BEFORE USING A RECORD
An arrest is not a conviction. A booking photo, warrant, police charge or arrest entry can exist even when a case is later dismissed, acquitted, reduced, sealed or otherwise resolved. Check the court disposition before drawing a conclusion about guilt.
Norfolk has four separate record routes
Use the Right Norfolk or Virginia System First
J
Norfolk Sheriff
Current Norfolk City Jail custody, inmate ID, booking date, current charges and booking photograph.
C
Virginia Courts

V
Virginia State Police
Formal Virginia criminal-history background checks through the Central Criminal Records Exchange.

How to Search the Norfolk City Jail Inmate Lookup
Current tool status: The Norfolk Sheriff’s Office restored its public Inmate Lookup Tool on October 9, 2025 after the earlier system outage. The tool is intended for people currently incarcerated in Norfolk City Jail.
Search the legal name.
Begin with the surname and first name rather than a nickname.
Open the matching inmate.
Compare the displayed identity information before assuming the record belongs to the person you want.
Write down the Inmate ID.
This can help when calling the Sheriff about custody, visitation, inmate services or release information.
Check the booking date.
Confirm that the admission corresponds to the event you are researching.
Read every current charge.
A person can have several charges or court matters connected with the same booking.
Move to Virginia Courts.
Use the charge, name and available case information to find the judicial case and eventual disposition.
Inmate ID
Sheriff’s identifier for the person in the jail system.
Booking date
Shows the current jail admission timing.
Current charges
Allegations associated with custody; these are not the same thing as final convictions.
Past arrest problem: The Sheriff describes the tool as a search for people currently incarcerated. If the person has already been released, move to Virginia court records and Norfolk Police records rather than assuming no arrest occurred.
How to Search Norfolk Criminal Court Cases Online
Virginia Judiciary’s OCIS 2.0 provides a statewide search of criminal and traffic case information in general district courts and select circuit courts. Norfolk records can be narrowed by court level and locality.
Acknowledge the court-system terms.
Review the disclaimer before running the first search.
Enter the defendant name.
The Judiciary recommends using the name as it appears on the summons, warrant, citation or court document when available.
Limit the court when results are broad.
Select Norfolk General District Court or Norfolk Circuit Court depending on the type and stage of the case.
Use the case number when available.
A case number is much safer than relying on a common name.
Review the search-result fields.
OCIS results can include court, case number, defendant, offense date, hearing date, charge and Virginia Code section.
Open the case detail.
Select the case number to review additional docket information.
Find the disposition.
Look for the actual court outcome rather than stopping at the original arrest charge.
Partial-name search: OCIS allows partial names with at least two characters, but broad searches create more false matches. Case number and court locality are safer when available.
Norfolk General District Court or Circuit Court?
Norfolk General District Court
Handles misdemeanors, traffic matters and preliminary hearings for more serious felony charges.
Norfolk Circuit Court
Handles serious felony trials, appealed district-court matters and circuit-level criminal proceedings. It is also the court used for qualifying petition-based criminal-record sealing in Norfolk.

Current custody can show booking date, inmate identity and charges.

Serious felony charges can move here for indictment, plea or trial.
5
Final disposition
Dismissal, conviction, acquittal, amendment or other final action determines the outcome.
Research rule: If a booking says “felony,” do not stop there. Search the later Circuit Court case to determine whether that felony remained, changed or was dismissed.

How to Request a Norfolk Police Arrest or Incident Record
The City of Norfolk FOIA Team routes public-safety requests to the Norfolk Police Department. For the most useful response, request a specific existing record instead of asking the City to answer research questions.
Identify the incident first.
Gather the person’s name, approximate date, location, report number, arresting officer or other known facts.
Select Public Safety when the request concerns police.
This routes the request toward Norfolk Police rather than a general city department.
Describe the record specifically.
Example: “incident report for event on [date] at [location] involving [name/report number].”
Request an estimate when the search could be large.
Norfolk may charge reasonable actual costs for accessing, searching, duplicating or supplying requested records.
Save your request confirmation.
Use the tracking number or email thread for follow-up.
Review the five-business-day response.
Norfolk states that the initial FOIA response is generally provided within five business days, although the response can provide records, invoke exemptions, report no responsive record or explain that additional time is necessary.

Expect redactions or withholding in some cases. Norfolk identifies juvenile information, victim/witness identifying information and records connected with ongoing criminal investigations among the categories that can be restricted under Virginia law.
How to Check Norfolk Outstanding Warrants
Norfolk Police publishes wanted-person and active-warrant information for public use. The city describes its active-warrant dataset as a current list of outstanding warrants and states that it is updated daily.
Open the Wanted Persons / Warrant Inquiry route.
Norfolk’s current FAQ directs users to the police Wanted Persons search for outstanding warrants.
Search the legal surname.
The City’s instructions describe browsing by the first letter of the wanted person’s last name.
Compare the identifying information.
Do not assume a same-name warrant belongs to the person you want.
Verify the warrant before acting on it.
Warrant status can change through service, recall, quashing or later court action.

Formal Virginia criminal-history route
Virginia State Police Criminal History Check
Virginia State Police Civil & Applicant Records Exchange handles statewide criminal-history record checks. For general public use, the standard route is Form SP-167.
$15
Criminal-history name search
The published SP-167 fee for a Virginia criminal-history search.
$20
Combined search
Published SP-167 fee for a criminal-history plus sex-offender name search.
15
Business days
Virginia State Police says normal turnaround is approximately 15 business days after receipt and there is no same-day or expedited service.
Select SP-167 for general public use.
Individuals, private companies and other general-public requesters use this form when appropriate.
Generate the form online.
Enter the required identifying and delivery information.
Complete the notarization requirement.
State Police requires the applicant/person being searched to sign and notarize the applicable section.
Use one form per person.
Follow the current payment and mailing instructions generated with the request.
Allow normal processing time.
Virginia State Police says there is no same-day or expedited criminal-history service.
Important record difference: A name-based SP-167 background report is not the same thing as obtaining the Norfolk Police narrative arrest report. If you need the report describing a particular incident, contact Norfolk Police or the appropriate arresting agency.
Incorrect criminal history? Virginia State Police directs people who identify an incorrect charge or arrest entry to contact the arresting agency. A formal “challenge of a record” process may also be available when someone is not the person identified in the CCRE record.
Six Checks Before You Connect a Norfolk Record to a Person
Full legal name
Check middle name and suffix.
Date of birth
Distinguish same-name defendants.
Booking date
Match the expected incident.
Case number
Link the jail record to court.
Charge / code
Confirm the exact allegation.
Disposition
Verify the final outcome.
Name-only searching is not enough. Virginia’s public court system can return multiple defendants with similar or identical names. A false match can seriously misstate another person’s criminal history.
Major Virginia change effective July 1, 2026
Virginia Criminal Record Sealing in 2026
New law now in effect: Virginia State Police states that expanded automatic and petition-based criminal-record sealing statutes took effect July 1, 2026.
1
Automatic sealing
Certain marijuana offenses, qualifying misdemeanor non-convictions, traffic infractions and some felony non-convictions can be handled through statutory automatic processes when requirements are met.
2
Petition sealing
Certain misdemeanors, Class 5 and 6 felonies, grand larceny and other eligible records can potentially be sealed through a circuit-court petition.
3
Waiting periods matter
VSP describes a seven-year period for qualifying misdemeanors and a ten-year period for qualifying felonies under the broader petition process, measured from the latest applicable event.
4
Some crimes are excluded
Numerous violent, sexual, firearm-related, protective-order and other offenses are excluded from petition sealing.
Norfolk Petition Route
Locate the Norfolk case.
Save the charge, case number, disposition and court level.
Determine whether the record is already eligible for automatic treatment.
Do not file an unnecessary petition before reviewing the current sealing category.
File qualifying petitions in Norfolk Circuit Court.
Virginia’s petition statute directs filing to the circuit court in the city or county where the charge, conviction or related matter concluded.
Provide the required case documentation.
VSP states that petitioners generally need the warrant, summons or indictment unless it is not reasonably available.
Request the required criminal history.
VSP provides a process for sending the petitioner’s criminal-history record to the circuit court handling the sealing petition.
Court filing fee
Virginia State Police states there is no court filing fee or court cost for the sealing petition itself.
Lifetime petition limit
The broader petition-based statute limits a person to two granted sealing petitions, subject to statutory rules.
Norfolk Circuit Court

Norfolk, VA 23510

Expungement and sealing are not identical. Virginia still has traditional expungement procedures for certain non-convictions and pardoned cases while the newer statutes create additional sealing routes. Use the procedure that matches the actual disposition and offense.

Practical Norfolk Search Scenarios
Family member arrested tonight
Search Norfolk City Jail, save the Inmate ID and charges, then check OCIS for the case.
Old misdemeanor search
Use Norfolk General District Court case information and verify disposition rather than relying on an old booking page.
Felony arrest
Search both General District and Circuit Court because the matter may move between court levels.
Need the body of the police report
File a specific Public Safety FOIA request with Norfolk rather than expecting the court docket to include the investigative narrative.
Employment background check
Use the authorized Virginia State Police or employer-required background process rather than a screenshot of OCIS.
Possible outstanding warrant
Check current Norfolk wanted-person information and confirm status rather than trusting an old third-party database.
Dismissed case still causes problems
Review whether traditional expungement or 2026 sealing applies.
Same-name defendant
Match date of birth, charge, case number, court and offense date before treating the record as a match.
Arrest outside Norfolk
Move to the jurisdiction where the arrest actually occurred; Norfolk Police and Sheriff will not hold every Hampton Roads record.
Norfolk Police Central Records Map
Before visiting: call Central Records first and explain whether you need a report copy, fingerprinting, local records help, warrant information or another service. Bring a government-issued ID and any report, case or incident number connected with the request.
